Your Ref Didn't Show — Now What?
You are at 8:15am. You are short one centre referee. Their phone goes to voicemail. You have 20 minutes before the first match. Right now, your options are: start late, promote a corner judge, or send someone home. None of them are good. All of them are avoidable.
The root cause isn't the ref
One person not showing up is normal. Events fall apart not because someone no-shows, but because there is no slack in the plan. If you staff the minimum number of officials, every event is one cancellation from collapse.
Rule: staff +20%

Have a live list, not a spreadsheet
You need to know, right now, who has checked in — at a glance, not by asking. A check-in tablet at the officials' desk with a tickbox per ref means at 7:45am you already know you are one short, not at 8:14am.
The ring-level fallback
When you are genuinely stuck, you do this in order:
- Combine two lightly-loaded rings — if Ring 3 has only 12 matches all day, merge it into Ring 2 and move one ref's staff.
- Promote a senior corner judge — only if they hold the appropriate grade and licence.
- Delay the affected ring by 30 minutes and reshape the schedule around rings that are running.
Notice what is not on that list: "push through and hope." That is how disputed results happen.
